FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified candidates for the position of Senior Programme Officer to support programmes in the East Africa portfolio. This position will be based in Pretoria, South Africa. The Senior Programme Officer will provide programme management support to programmes in East Africa, including tailored management assistance, capacity building, and oversight to field-based programmes. This position ensures that programme systems and processes adhere to FHI 360 and funder regulations. This position may be asked to focus on one or multiple projects; geographic and project changes and/or re-assignments may occur as FHI 360 business needs change.

Key Responsibilities:

  • Provide ongoing programmatic, management, and financial oversight required by project(s) within assigned portfolio;
  • Build capacity of country office staff and implementing partners to manage programme(s) and project / office operating systems;
  • Provide support to programme management such as troubleshooting, work plan development and monitoring, and budget development and monitoring, ensuring adherence with internal and external regulations;
  • Oversee the design, implementation, and management of programme(s), subagreements and task orders and act as primary point of contact for project;
  • Serve as liaison between assigned portfolio and FHI 360 departments such as finance, human resources, compliance, and other departments at headquarters and in business unit offices;
  • Document and share project accomplishments, challenges, and lessons learned among internal and external stakeholders;
  • Participate in resource development efforts to identify new business opportunities, and lead proposal development teams, as necessary;
  • Develop, utilise, and disseminate tools and procedures for project implementation;
  • Ensure that reporting, monitoring, capacity assessments, and overall project management is consistent with funder and FHI 360 requirements;
  • Ensure project systems (HR, financial, procurement, contracts and grants, logistics) are functioning; pursue technical assistance from relevant departments as needed;
  • Identify technical assistance needs;
  • Identify and coordinate technical assistance providers as needed for programme(s).
  • Ensure accurate and timely reports are submitted to funders by programme(s).
  • Contribute to annual strategic planning, work planning and budgeting processes, including identification of potential projects for bi-lateral or third party funding;
  • Determine the feasibility of developing new projects based on current initiatives and capabilities.
Required Skills and Experience:
  • Knowledge of public health, economics, social sciences, education, research, or other fields related to international human development;
  • Knowledge of funder rules and regulations, with particular emphasis on USAID and other USG agencies;
  • Sensitivity to cultural differences and understanding of the political and ethical issues in assigned areas.
  • Ability to problem solve and recommend corrective actions as needed;
  • Uses independent judgment and initiative to manage high volume work flow and determine priorities;
  • Excellent written and verbal communication skills;
  • Relevant computer software skills;
  • Routine coordination with FHI 360 employees and consultants, on-site and in the field;
  • Develop and maintain compatibility among project staff, subcontractors, consultants, government representatives, and other FHI 360 departments in headquarters or in the field;
  • Represent selected field programmes and FHI 360 among donors and local and international partners;
  • May supervise one or more staff members;
  • Ability to travel within country or region and internationally at least 25% or as needed.

Minimum Requirements:

  • Bachelor’s degree or its international equivalent in Public Health, Social Sciences, Education, Economics or other field related to international / human development;
  • Minimum of 8+ years’ experience in international development programme management, cross-cultural communications, US Government rules and regulations;
  • Overseas field experience required or an equivalent combination of education and experience.
